But plans for the Sand Creek Massacre National Historic Site continued moving ahead, and it was finally dedicated on April 28, 2007. Seven years later, the state is still coming to grips with that dark chapter of Colorado history.

On April 28, 2014, the Sand Creek Massacre Commemoration Commission, created by Governor John Hickenlooper, will hold its first meeting, to discuss how to mark the 150th anniversary of the event. The NPS is working on a film and new signage for the actual site, a quiet, contemplative place that's about as far from a casino as you can get. (Jim Druck now has his own place in Cripple Creek.) And construction continues, albeit slowly, on the future Sand Creek Massacre visitor center and museum in Eads.

"Sand Creek could be a major tourism place," says Scott.

All bets are off.
