Churchill's Public House had hoped to be open by the Fourth of July -- so customers could toast that most American of holidays in a British pub. But that was before a flood on the fifth floor of the new apartment complex at 16th and Boulder streets dripped all the way down to the first-floor corner occupied by Churchill's.
