8PM! The day before a holiday! How dare an 11 and 14 year old be out in public at that time! For a serious answer: given demographics of the area, there’s a good chance the parents have no car. Also, up until maybe 10-15 years ago, it was normal for kids to go out and play without parents around until 9 or 10 at night. Don’t blame the victim.
