The Department of Revenue's Matt Cook has worked for months to assemble regulations for the Colorado medical marijuana industry based on HB 1284 and SB 109, two measures signed by Governor Bill Ritter in June. A short time ago, Cook sent out two mammoth documents -- a draft of the finalized rules and the so-called "redline rules" -- in advance of their formal unveiling at a Monday, December 6 meeting.
